here is what I know: (this info is free... happy holiday, especially to SS, hohoho)

You need to finish 3 tree quests. (maybe just the Windurst one)
You need the moogle who can teleport to say this:
"Merry holidays, Mr. Adventurer! It looks like you have been bringing caravans loaded with ludicrous quantities of joy to the children of Vana'diel, kupo!"
(I traded 4 ex/ra + 2x12x1500G present)
Kid NPC URL ==> http://mysterytour.web.infoseek.co.jp/ffxi/us/view.htm

You need to place 3 trees into you room. (at least the Windurst tree since the present will be found by your Moogle from that tree)
You need to wait until 00:00 JPT. (probably dont need this I got my 2 other tree today, but I got my Windurst one yesterday)
You need to talk to Moogle and receive a ex/rare item. (Special Present)
You need to trade that item to Moogle in the street.
You will get a Dream Hat +1 by using the "Special Present".

1) You must have atleast one of the 3 trees
2) Your "Joy" lvl must be "Caravans full of joy"
3) Once you have that joy lvl enter your mog house (wait for jpn 00:00?)
4) The mog will say he found something under your "____ Tree"
5) You get a "special present"
6) Go outside and open it, it has a fireworks effect
7) Check your inventory and you have Dream Hat +1!!!!

I wonder if they are the same ginger cookies that give +1omp for 3omins. Thx for the info melo but I think I'm gonna pass on this +1 item. I'm sure the item will be nerfed after the event is over /fume halloween staffs! :evil:
