I guess that would be the ideal place to test cut scenes and the like.

EDIT:

That article wasn't nessecarily about the new zone. With the help of a little babelfishing I figured that the article just goes through an overview of an exposition of Microsoft's mobile proccesors. FFXI was featured for a minute during the demonstration. The article gives no clear release date of the new zone.
