Given the small list of people who have access to do such with sufficient administrative prowess (And the lack of it being a big picture of Boy George), I'll go out on a limb and say it was Ket.

Was me. The old one was boring me a bit and people kept going AFK between pulls in T8.

Though I didn't draw it or anything obviously.

It's actually just a couple of backgrounds from the Official Fan Kit stuck together. There's some nice stuff in there.
