Probably never. Having 600,000 people downloading 250MB off your server all at once is not only extremely slow (you must remember having to sit through FFXI patch downloads) but it also costs them a ton of money in bandwidth.

Usually if you visit a few of the more niche ffxiv forums (BG, Sentai, etc) someone will have posted the patch file up online somewhere to be downloaded and you can get the patch that way.
