Old people are crappy drivers.

No black box necessary.

I think south park covered this issue well.

you should have to take a judgement/reflex test to decided if you can drive.

Black boxes only record generally the time just before a crash since they have a tape that is constantly being overwritten. For years now the FAA has required all planes to have them (Both private and commercial) and I don't think it's really all that bad a thing for motor vehicles either.

The bonuses to the Black Box are they would remove a considerable amount of guesswork and forensic analysis of crashes, which are half guessing and half science today. Most crashes people don't necessarily leave skid marks until a few seconds after the incident starts so investigators have to do a bit of guessing.

The downside of course is that if you are involved in an accident, you can't exactly lie to the cops and say, No really I was only going 35 and I braked a quarter mile ago I just left no skid marks, because that information would be recorded. Generally speaking investigators can figure out your speed (or a close approximation) prior to a crash anyways due to the wreckage.

The information collected would also help manufacturers design better braking systems, anti-lock units etc.. so I really like the fact that they would use them.

I've heard some people get all paranoid about how they would be used to catch you speeding, but those people really have absolutely no clue how a black box on an airplane works, without a transmitter to inform the police, and a GPS so that the black box knows how fast you "can" go on the street, it would be useless information. Cockpit voice recorders are to my knowledge not required on private planes, only commercial ones and I would assume that would be similar to vehicles.
